BACKGROUND/JUSTIFICATION:
The main entry doors at the lower two levels of the Mecklenburg County Courthouse are difficult for people to open. There have been repeated door hardware failures. An investigation determined these problems were caused by the excessive weight and large size of the doors. This contract is for replacement of the existing doors with smaller, lighter doors with new transoms above. The new doors will also utilize a different operating hardware specifically designed to make them easier to open. The new door finishes will match the bronze finish of the existing entries.

PROCUREMENT BACKGROUND:
The Notice to Bidders was advertised on May 25, 2018 in the Charlotte Observer, the Charlotte Post and the State of North Carolina Interactive Purchasing System. The Notice to Bidders and other bid documents were provided to the Metrolina Minority Contractors Association, Hispanic Contractors Association of the Carolinas, the Charlotte Association of General Contractors (AGC) and the Minority, Women, and Small Business Enterprise Program for Mecklenburg County.

A mandatory pre-bid meeting was held on May 31, 2018. In attendance were representatives of five General Contractors. Contractors were advised of contracting procedures for County projects, including the projected MWSBE goals.

Two bids were received on June 21, 2018. Due to the three-bid minimum rule, the bids were returned to the bidders unopened.

The project was re-advertised on June 28, 2018 using the same publications as before. A second pre-bid meeting was held on July 9, 2018 at the site. There were no new general contractor...
