Summary
ACTION:
1) Approve and adopt Resolution Authorizing Execution of the Development and Cooperation Agreement for Four Mile Creek Greenway (South Trade Street Underpass) with the Town of Matthews

2) Recognize, receive and appropriate funding of $125,000 from the Town of Matthews for the project

3) Commit to using this funding for the required Federal match

4) Authorize the County Manager to enter into an agreement to accept funds from the Town of Matthews

BACKGROUND/JUSTIFICATION:
1) The Board of County Commissioners approved an application for the original S. Trade St/Four Mile Creek Greenway Underpass grant funds on 5/17/2016. This is a 2008 bond project. Additional NCDOT/CRTPO funds were received by the County on 3/20/2018. Additional funding is being received from the Town of Matthews and approval for receiving $125,000 in funding is requested to be applied by the County as matching funds for the federal funding.

2) This greenway was chosen because it meets the County criteria used to identify the county bond projects as well as CRTPO criteria for funding. It has been included in the statewide TIP (Transportation Improvement Program). Design is underway and NCDOT is serving as project designer and construction manager.

3) Award of this funding provides citizens of Mecklenburg County the opportunity to reduce the amount of County funding necessary to complete this project.

4) Town of Matthews funds would be applied toward the cost of design and construction. The funding details of this project are detailed in Exhibit 5. This funding is in addition to a reimbursement grant already received from NCDOT and the CRTPO. No additional County funding for the project is anticipated.
