BACKGROUND/JUSTIFICATION:
This contract is for the Jetton Park Pavilion Renovation. The project includes a complete renovation of the former bike barn storage building. The new use will be for public use for special events (i.e., weddings, corporate events, conferences, etc).
PROCUREMENT BACKGROUND:
The Project was advertised in The Charlotte Post and The Charlotte Observer on October 16, 2016, as well as on the North Carolina Interactive Purchasing System website on October 19, 2016. A pre-bid meeting was held on November 1, 2016. The original bid opening was scheduled on November 17, 2016. Due to lack of initial interest from contractors the bid opening was cancelled.
The Project was re-advertised in The Charlotte Post and The Charlotte Observer on November 27, 2016, as well as on the North Carolina Interactive Purchasing System website. The project was re-bid on December 14, 2016, and two bids were received from Hostetter & Son Construction, Inc. and Walter B. Davis Company. Three bids were required to open bids, so these bids could not be opened, and they were returned to the contractors.
The project was advertised again on the North Carolina Interactive Purchasing System website on December 22, 2016 and The Charlotte Post and Charlotte Observer on January 1, 2017. Four bids were received and opened on January 10, 2017. The contract amount of $878,230.00 includes acceptance of Alternate No. 1 (add acoustical panels).
