Based on the lump sum base bid, plus contingency allowance, and accepting Alternates #1, #2, & #3, the lowest responsive, responsible bidder was Eagle Wood Inc. in amount of $5,451,697.00.

Ground Thunder Construction presented a bid that was lower than Eagle Wood Inc.’s. However, The Mecklenburg County Office of Economic Development - Business Diversity and Inclusion (BDI) Division determined that Ground Thunder did not demonstrate a Good Faith Effort to include minority and women owned sub-contractors.
