ACTION:
(A) Affirm submittal of a grant application up to $16,000 from the National Institute of Standards and Technology (NIST), United States Department of Commerce (DoC) as a Sub-Grantee of General Dynamics Mission Systems, Inc.

(B) If awarded, recognize, receive, and appropriate the award amount to the General Grants Fund (G001) for the duration of the grant.

BACKGROUND/JUSTIFICATION:
General Dynamics Mission Systems, Inc. is seeking a two-year research grant to enhance augmented reality (AR) capabilities in support of first responder operations through the National Institute of Standards and Technology (NIST) and requires a partnership with a public safety agency. They have requested the Mecklenburg County Sheriff’s Office to partner with them as a Sub-Grantee. The General Dynamics User Experience Center is seeking support from experts in Public Safety to guide research on technological innovation, specifically targeting the First Responder community. The goal is to explore value-adding capabilities which will improve the ability of the first responders to do their jobs. This may include day-to -day enhancements or unique capabilities for emergency scenarios. The outcome of the investigation will determine best methods for incorporating tools such as Augmented Reality (AR), tele-health and Artificial Intelligence (AI). By exploring these value-added capabilities there may be ways in which Field Deputies are better prepared and can mitigate bad outcomes when serving civil papers, criminal warrants, or intervening in domestic violence disputes. Compensation for our efforts will depend upon the grant award. The application date for the grant was October 1, 2020.
