Authorize the Manager to negoiate and execute a contract with AVM Contractors, LLC for the Mecklenburg County North Mecklenburg Recycling Center Office project in the amount of $515,254.

BACKGROUND/JUSTIFICATION:
The North Mecklenburg Recycling Center, located at 12300 Statesville Ave in Huntersville, is one of the County’s four (4) full-service recycling centers operated by the Solid Waste Division of the Land Use and Environmental Services Agency (LUESA).
This project will provide a new staff building for employees to include office space, a meeting room, bathroom facilities, and a break room. This project is consistent with the LUESA Solid Waste Strategic Plan.
PROCUREMENT BACKGROUND:
On April 13, 2020, Mecklenburg County issued an Invitation to Bid (ITB) for the Mecklenburg County North Mecklenburg Recycling Center Office. Six (6) bids were received in response to this ITB on May 8, 2020. Based on the review by staff and the Engineer, AVM Contractors, LLC, a Woman-Owned Business (WBE), was deemed to be the lowest responsive bidder. Solid Waste recommends that the construction contract be awarded to AVM Contractors, LLC in the amount of $515,254. Funding will come from the Solid Waste Enterprise Fund.
POLICY IMPACT:
The County is under contractual obligation to maintain a comprehensive system for the management of recyclables, yard waste, and solid waste generated by the residents of Mecklenburg County, including those living within the City of Charlotte and the six Towns per July 2008 agreements.
FISCAL IMPACT:
All funding will come from the Solid Waste Enterprise fund Capital Reserve Account.
