BACKGROUND/JUSTIFICATION:

The main Electrical Room at the Grady Cole Center (310 Kings Drive) is located in the Basement of the building and is prone to flooding.  This equipment needs to be removed and replaced with new equipment in a new room to be built at grade level.  A new emergency generator and automatic transfer switch are also scheduled to be installed, to allow the building to serve as an emergency shelter during power outages.  During the evaluation of the existing electrical system in the building, the electrical distribution panels, light fixtures and fire alarm system were identified as old, in poor condition and/or inadequate and recommended to be replaced.  The HVAC equipment is at the end of its lifespan and will be replaced as a part of this project.  New HVAC Controls will be installed with the new HVAC equipment.  A new emergency generator and automatic transfer switch will also be installed at the adjacent Locker Room Building that serves Grady Cole and Memorial Stadium.

 

 

PROCUREMENT BACKGROUND

This project was advertised twice with three pre-bid meetings held on site.

 

The Notice to Bidders was advertised on April 9, 2020 in the Charlotte Observer and the Charlotte Post, and was placed on the website for the State of North Carolina Interactive Purchasing System.  The Notice to Bidders and other bid documents were provided to the Metrolina Minority Contractors Association, Hispanic Contractors Association of the Carolinas, and the Minority, Women, and Small Business Enterprise Program for Mecklenburg County.

 

A virtual pre-bid meeting was held on Tuesday, April 28, 2020.  In attendance were representatives of seven prime bidders. Contractors were advised of contracting procedures for County projects, including the projected MWSBE goals.  Individual bidder site tours to view existing conditions were held on Thursday April 30, 2020 and Friday May 1, 2020 with seven prime bidders participating.

 

Bids were received on Thursday, May 21, 2020.  Four firms submitted bids.  The low base bid received, including a contingency, Alternate #1 (canopy over stairs to the Basement), Alternate #2 (new roof ladder railing system), Alternate #3 (light fixture substitution to make light fixtures on the first floor corridor match the light fixtures on the second floor corridor), and Alternate #4 (new emergency responder radio coverage system), was in the amount of $3,156,330.
