BACKGROUND/JUSTIFICATION:
The North Carolina Department of Transportation (NCDOT) has agreed to donate +/- 22.57 acres of State-owned residual land from construction of I-485 to the County for park and greenway purposes. Tax Parcels 031-421-99, 031-421-97, 031-421-96, and 031-421-95 (+/- 14.81 acres) are southwest of Coulwood Park and downstream of roughly 144 acres of property along Long Creek that the County leases from NCDOT near Shuffletown Park. The property will be used in the future for construction of greenway trail on Long Creek. Tax Parcel 033-181-96 (+/- 7.76 acres) is contiguous to roughly 158 acres of County owned Oak Hills Park. This parcel is along Long Creek as well and will be used for future greenway and park purposes.
Related to this transaction, under the County Manager’s Board approved authority, the County will grant NCDOT +/- 3.64 acres of land for right-of-way, +/- 1.782 acres of permanent drainage and utility easements, and +/- 2.24 acres of temporary construction easements within the Town of Cornelius. The conveyances to NCDOT will help facilitate construction of Northcross Drive Extension from N.C. 73 (Sam Furr Road) to Westmoreland Road at Westmoreland Park. The purpose of the street extension is to improve connectivity and provide an alternative north-south route for local traffic as part of the region's long term transportation goals.
