Recognize, receive and appropriate up to $33,000 in N.C. Fuel Tax revenue in the General Fund (0001) to be used for the procurement of a web-based electronic log book system to meet the US Environmental Protection agency criteria for data certification.

BACKGROUND/JUSTIFICATION:

In order to more efficiently track data collection activities, calibrations and audits, Mecklenburg County Air Quality will procure a web-based electronic log book system.  This system will schedule, log, and track everything in one place including standard operating procedures, site and instrument maintenance activities, calibrations, and audits. 

The current solution is derived from screenshots of Excel spreadsheets being manually uploaded to OnBase for archival and tagging purposes.  This requires a great deal of additional work and time spent labeling each individual record so it can be found later or during an audit.  The Environmental Protection Agency (EPA) requires certain compliance procedures be followed, and the current solution falls short in several ways.

MCAQ has spent the past year researching various electronic solutions and has worked with Mecklenburg County Information Techology Services to evaluate options from potential vendors. The estimated cost to procure an online system is $33,000. This request to recognize, receive and appropriate revenue will make the necessary funds available to purchase a web-based electronic log book system.
