BACKGROUND/JUSTIFICATION:
This contract is for the construction of the Starclaire section of Little Sugar Creek Greenway from Burnt Mill Road to Ramblewood Lane in Huntingtowne Farms Park. The project is one (1) mile long, including an access to the Starmount neighborhood. Construction duration is anticipated to be approximately one year.
As a condition of the grant funding, the Board of County Commissioners previously approved on September 6, 2016 that the Federal Disadvantaged Business Enterprise (DBE) provisions be used during the project bidding in lieu of the County M/W/SBE provisions. This is required for all greenway projects with NCDOT grant funding.
PROCUREMENT BACKGROUND:
On July 25, 2019, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, and the State Interactive Purchasing website. The documents were also available for viewing at the Mecklenburg County M/W/SBE office, Metrolina Minority Contractors Association, and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on August 14, 2019. Three (3) valid unit price bids were received on August 29, 2019 for the project. J. D. Goodrum Company, Inc. was the low bidder in the amount of $1,569,819.00 based on the unit prices provided on the bid form.

DBE participation goal established by NCDOT is 4%, DBE participation in bid 6.15%
