ACTION:

Recognize, receive and appropriate additional NCDOT grant funding awarded by the Charlotte Regional Transportation Planning Organization (CRTPO) to fund construction completion of Toby Creek Greenway from Blue Rock Rd. to W. Rocky River Rd. in the amount of $400,000

BACKGROUND/JUSTIFICATION:

1)                     On May 17, 2016, the Board of County Commissioners approved acceptance to apply for an NCDOT Grant to help fund Toby Creek Greenway, Phase 2B.  These funds are given to the CRTPO for locally administered projects.  On September 6, 2016, the BOCC approved acceptance of NCDOT CMAQ (Congestion Mitigation and Air Quality Program) grant ($840,000).  An additional NCDOT CMAQ grant in the amount of $400,000 has been made available to this project. This additional funding is critical to the greenway project, which is currently under construction.

 

2)                      This greenway was chosen because it meets the County criteria used to identify the County capital projects as well as CRTPO criteria for funding. It has been included in the statewide TIP (Transportation Improvement Program).  Construction for this project is underway.

 

3)                      Award of this funding provides citizens of Mecklenburg County the opportunity to reduce the amount of County funding necessary to complete this project. Project grants are reimbursable.

 

4)                     These additional NCDOT grant funds will be applied towards the cost of construction.  There is no additional local match required from the County for the additional funds. 

 

5)                     The fiscal year identified for award of the grant is part of the TIP (Transportation Improvement Program). The project will require less than one year to complete. Construction for this project began in NCDOT FY2019.

 

6)     The NCDOT grant procurement regulations require that the Federal Disadvantaged Business Enterprise special provisions be used for project bidding in lieu of Mecklenburg County’s M/W/SBE provisions.  The overall purpose of the Federal DBE (Disadvantaged Business Enterprises) provisions largely aligns with Mecklenburg County’s M/W/SBE provisions by working to provide opportunities for DBE’s in the bidding process.  The total goal for DBE participation in this project has not yet been established by NCDOT and may differ from Mecklenburg County goals.
