BACKGROUND/JUSTIFICATION:
This contract is for the construction of the Plum Creek Greenway, which is located within the Town of Cornelius and Mecklenburg County, near the intersection of Bailey Road and Avery Park Drive, adjacent to William Amos Hough High School. The project includes 0.6 miles of new greenway construction, which will serve as a connection point to the existing South Prong Rocky Branch Greenway Trail system from Bailey Road. The project will also include a Pedestrian crosswalk and signage across Bailey Road, a 10-foot wide asphalt trail, a neighborhood connection to Avery Park Drive, and a pedestrian bridge.


PROCUREMENT BACKGROUND:
On June 13, 2019, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, and the State Interactive Purchasing website. The documents were also available for viewing at the Mecklenburg County M/W/SBE office, Metrolina Minority Contractors Association, the Hispanic Contractors Association of the Carolinas, the Charlotte Association of General Contractors, The Blue Book Building & Construction Network, and Dodge Data & Analytics. A pre-bid meeting was held on June 27, 2019. Five (5) valid, single prime, bids were received on July 18, 2019 for the greenway construction work. J.D. Goodrum Company, Inc. was the low bidder with a base bid in the amount of $1,030,916.16, plus selected add alternate #1 for crosswalk improvements and signage in the amount of $14,664.40 for a total contract amount of $1,045,580.56.
