Construction Engineering and Inspection Services Selection
Summary
ACTION:
Authorize the County Manager to negotiate fees and execute contracts for Construction Engineering and Inspection Services with Alley, Williams, Carmen & King, Inc. (for the McDowell Creek Greenway and Stewart Creek Greenway) and A. Morton Thomas and Associates (for the Little Sugar Creek Greenway and McAlpine Creek Greenway). In the event negotiations with these firms are unsuccessful, approve negotiations with the alternate firm of ESP Associates, Inc.

BACKGROUND/JUSTIFICATION:
The following greenways are funded in part by NCDOT grants, and they require Construction Engineering and Inspection Services during construction.
• McDowell Creek Greenway- Chilgrove Lane to Torrence Creek Greenway
• Stewart Creek Greenway- State Street to Rozzelles Ferry Road
• Little Sugar Creek Greenway- Ramblewood Lane to Burnt Mill Road
• McAlpine Creek Greenway- Green Rea Road to Four Mile Creek Greenway
PROCUREMENT BACKGROUND:
A Request for Qualifications (RFQ) was advertised May 2, 2019 in The Charlotte Observer, Charlotte Post and the State of North Carolina Interactive Purchasing System website. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.
Per the Board's instructions, the Selection Committee submits the following report:

On June 13, 2019 the Selection Committee met, and based on the information presented in the written submittals, the Selection Committee selected the following two (2) firms for the projects as listed:
• Alley, Williams, Carmen & King, Inc.- McDowell Creek Greenway and Stewart Creek Greenway
• A. Morton Thomas and Associates- Little Sugar Creek Greenway and McAlpine Creek Greenway
• ESP was selected as the alternate for both sets of projects.
