BACKGROUND/JUSTIFICATION:

This contract is for the construction of Little Sugar Creek Greenway and Stream Rehabilitation from I-485 to the Polk Historic Site located in the Town of Pineville. The project is a 2.5-mile greenway that begins at Interstate 485 and ends at the Polk Historic site. The stream rehabilitation includes spot improvements for the length of the project. This project includes an on-street trail that is a portion of the McMullen Connector trail between Little Sugar Creek Greenway and McAlpine Greenway (the City is completing the other half of the connector trail). The anticipated construction period will be approximately one year.

 

 

PROCUREMENT BACKGROUND:

On April 4, 2019, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, and the State Interactive Purchasing website. The documents were also available for viewing at the Mecklenburg County M/W/SBE office, Metrolina Minority Contractors Association, and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on April 24, 2019. Bids were due on May 10, 2019. Four (4) valid single prime, unit price bids were received.

 

Eagle Wood Inc. was the low bidder in the amount of $6,844,323.57. The bid amount includes the base bid and contingency for both the greenway and the stream rehabilitation and the following greenway alternates: Alternate #1- Overlook structure, Alternate #5- Improvements at NC-HWY51 Intersection (crosswalks) and Alternate #7 -Stick Built Boardwalk. The base bid included a prefabricated boardwalk system for the nine (9) sections of boardwalk within the project. Alternate #7- Stick Built Boardwalk was intended as a potential substitution for the prefabricated boardwalk system in the base bid if it was a lower cost. Since the stick built boardwalk amount was less than the prefabricated boardwalk system, Alternate #7 will be accepted.
