ACTION:
Authorize and appropriate transfer of $1,600,000 from the Code Enforcement General Fund Balance Reserve to the Technology Reserve Fund to finance implementation of tasks identified in the Accela Gap Analysis for the Electronic Plans Management (EPM) and Electronic Plans Review (EPR) system replacement project

BACKGROUND/JUSTIFICATION:
Mecklenburg County LUESA Code Enforcement began the implementation in FY18 of Phase 1 of the replacement of the existing EPM/EPR system with a new application named "Accela." This application includes a workflow (software) tool that allows architects, engineers and designers the ability to virtually track progress of a project through plan review and permitting. The implementation was part of the larger effort based on the Gartner study as well as the collaboration with the City of Charlotte and other partners to enhance service delivery and improve functionality for all customer facing tools in the plan review process. The new application includes many enhancements such as the ability to submit commercial applications online, provides real-time tracking/status of a project as it progresses from Intake, Scheduling, Fees, Gating and Plan/Plat review in the plan review process.
This request is to implement other tools and systems needed to complete the overall system configuration necessary to meet customer requirements for efficient and effective delivery of services. These requirements were developed based on customer input and involve additional customizations needed for a seamless and customer friendly application and experience.
