Authorize the County Manager to negotiate and execute a Development and Cooperation Agreement between the County and the Town of Matthews for construction, operation and maintenance of Irvins Creek Greenway

BACKGROUND/JUSTIFICATION:
The County and Town of Matthews have partnered to build a portion of Irvins Creek Greenway. The trail will be 1.54 miles in length and stretch from Idlewild Road to Lakeview Road. Under the proposed agreement, the County will design and construct the trail, and the Town will reimburse the County up to $500,000 for construction of the trail once construction has reached the 90% completion milestone. Upon completion of the trail, the County will operate and maintain the trail consistent with the County's standards on other greenway trails with the County-wide greenway system.
The project was included in the County's Fiscal Year 2019 - 2023 CIP package, and has a budget of $3,572,560. In 2017, the Town committed to including $500,000 in its Fiscal Year 2021 budget towards the project. Construction on the trail is expected to start in 2020 and be completed in 2021.
