ACTION:
1) Approve FY 2020 Authorization Land Acquisition

4) Amend FY 2018 Authorization Park and Recreation Capital Project Ordinance adopted March 20, 2018;
5) Amend FY 2018 Authorization Park and Recreation Capital Project Ordinance adopted June 20, 2017;
6) Approve FY 2020 Authorization Park and Recreation Capital Project Ordinance;
7) Amend FY 2017 Authorization School Facilities Capital Projects adopted February 19, 2019; and
8) Approve FY 2020 Authorization School Facilities Capital Projects

BACKGROUND/JUSTIFICATION:
Each year as part of the implementation of the County’s Capital Improvement Plan (CIP), the Board is asked to approve and amend ordinances to provide funding for authorized projects. This includes funding for new projects, per the existing CIP, and amendments necessary to accelerate greenways, and an increase for land acquisition for park land.
1) This action provides $8.6 million in funding for land acquisition for Park and Recreation, including $2 million that was requested in the Straw Vote meeting May 28, 2019.
2) This action amends the FY 2018 Authorization for Park and Recreation to adjust Irvin Creek Greenway and Discovery Place cash flows to later years and to implement the greenway acceleration.
3) This action amends the FY 2018 Authorization for Park and Recreation for Stewart Creek Greenway as part of greenway acceleration.
4) This action amends the FY 2018 Authorization for Memorial Stadium to reflect adjusted timing for project cashflow needs.
5) This action amends the FY 2018 Authorization in support of greenway acceleration.
6) This action provides appropriations for new projects starting in FY 2020, including new and accelerated projects for greenways, and to fund Ezell Farms Community Park.
7) This action amends the FY 2017 Authorization of School Facilities Capital Project Ordinances to fund school construction costs starting in FY 2020, as provided for in the 2017 Bond Referendum.
8) This action provides appropriations for new school projects starting in FY 2020, as provided for in the 2017 Bond Referendum.
