ACTION:

Authorize the County Manager to negotiate fees and execute a contract with RMF Engineering, Inc. for design services for the Electrical System Modifications and Heating, Ventilating, Air Conditioning System Replacement at the Grady Cole Center. In the event negotiations with RMF Engineering, Inc. are unsuccessful, approve negotiations with the alternate firm of Optima Engineering, PA

BACKGROUND/JUSTIFICATION:

An Engineering Firm is being selected to design the Electrical System Modifications and Heating, Ventilating, Air Conditioning System Replacement (HVAC) at the Grady Cole Center at 310 North Kings Drive.  The existing HVAC equipment and the electrical equipment in the main electrical room are at the end of their expected lifecycle and need replacement.

 

PROCUREMENT BACKGROUND

A Request for Qualifications was distributed on December 18, 2018 to local firms and others who might be qualified for this project.  An advertisement was placed in the Charlotte Observer, Charlotte Post, and the North Carolina Interactive Purchasing System on December 20, 2018.  The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

 

Per the Board's instructions, the Selection Committee submits the following report:

 

SELECTION COMMITTEE MEMBERS:

 

                     Bobbie Shields, PE, Engineer designated by the Director of Asset and Facility Management (since there currently is no Engineer appointed by the Board)

-Mark Hahn, AIA, Director of County Asset and Facility Management

•Joseph Walbert, PE, County Asset and Facility Management

 

Six firms submitted a Statement of Qualifications expressing an interest in the project:

 

1)                     AME Consulting Engineers, PC

2)                     Labella Associates

3)                     McKim & Creed

4)                     Optima Engineering, PA

5)                     RMF Engineering, Inc.

6)                     Sims-Durkin Associates Engineering Company

 

On May 15, 2018, the Selection Committee reviewed the following qualifications submittals for all six firms listed above.

 

Based on the information presented in the written submittals, the Selection Committee selected RMF Engineering, Inc. as the first ranked firm and Optima Engineering, PA as the alternate firm.
