NCDOT Grant Funding for McAlpine Creek Greenway

 

Summary

ACTION:

1.  Recognize, receive and appropriate three (3) North Carolina Department of Transportation (NCDOT) funding grants totaling $5,774,000, awarded by the Charlotte Regional Transportation Planning Organization (CRTPO) to help fund the construction of McAlpine Creek Greenway, Green Rea Rd. to Johnston Rd.;

 

2.  Amend the Capital Budget Ordinance;

 

3.  Commit to providing the funding for the required match; and

 

4.  Authorize the County Manager to enter into a grant contract

BACKGROUND/JUSTIFICATION:

On April 17, 2012, the Board of County Commissioners approved submission of an NCDOT grant application for McAlpine Creek Greenway.  These funds are given to the CRTPO for locally administered projects. In 2015, this project was awarded a NCDOT Grant: Surface Transportation Block Grant - Direct Attributable (STBGDA) ($1,100,000).  This grant was reflected in the original CIP.   In 2017, two additional NCDOT Grants were awarded: Transportation Alternatives Program (TAP) ($1,848,000) & Congestion Mitigation and Air Quality Program (CMAQ) ($2,826,000). This additional grant funding

is critical to this greenway project, which is currently in design.

 

NCDOT chose this greenway project because it meets the criteria used to identify CRTPO criteria for NCDOT funding, and because it was already included in the County's FY2019-2023 Capital Plan. The fiscal year for construction is determined by NCDOT and has been included in the statewide Transportation Improvement Program (TIP). This project is projected to start construction in NCDOT FY 2020.  The total project costs were increased from $5,744,431 to $8,876,000 based on requirements associated with wetland delineation and mitigation. Award of this grant provides residents of Mecklenburg County the opportunity to reduce the amount of County funding. The amendment to the Capital Budget Ordinance reflects these changes.  The grant amounts and the required match from the County can be found in the attached spreadsheet and Live State TIP.  All required County match funds for the project are available in the CIP. 

 

 

PROCUREMENT BACKGROUND:

The NCDOT grant procurement regulations require that the Federal Disadvantaged Business Enterprise special provisions be used for project bidding in lieu of Mecklenburg County’s M/W/SBE provisions. The overall purpose of the Federal DBE (Disadvantaged Business Enterprises) provisions largely aligns with Mecklenburg County’s M/W/SBE provisions by working to provide opportunities for DBE’s in the bidding process. The total goal for DBE participation in this project has not yet been established by NCDOT and may differ from Mecklenburg County goals.
