BACKGROUND/JUSTIFICATION:
The existing Horizontal Auto-Tie Fiber Baler used at the Mecklenburg County Materials Recovery Facility has exceeded its useful service life and is no longer efficient, safe or easy to repair. A new baler is needed to process material at the facility. Purchase is turnkey to include removal of the old equipment, freight and replacement with a new conveyor and baler.
PROCUREMENT BACKGROUND:
An Invitation To Bid requesting responses for a Horizontal Fiber Baler was both advertised and posted on the NC State Interactive Purchasing System (NIPS) web site on December 6, 2018, and advertised in the Charlotte Observer on December 9, 2018. Potential vendors for this type of equipment were notified of the posting. A Pre-Bid Conference and site visits were conducted to determine acceptable exceptions, updates and corrections to the specifications. Four vendors responded with bids on January 24, 2019. Van DYK Recycling Solutions was the third lowest bid for the Baler and the installation with options and feed conveyor modifications. The total contract price will be $891,969.00. The two lower bids did not meet specifications.
