BACKGROUND/JUSTIFICATION:
This contract is for the construction and installation of exhibits at the new Latta Plantation Nature Preserve Visitor’s Center located at 6345 Sample Road, Huntersville, NC 28078. The interactive exhibits are programmed to provide a wide range of visitor preferences and learning levels and will allow visitors to engage directly with nature. The centerpiece of the exhibits will be an 8,000-gallon indoor aquarium that will display freshwater lake species and represent the unique habitats within the preserve.


PROCUREMENT BACKGROUND:
The project was advertised on the North Carolina Interactive Purchasing System website and The Charlotte Post on January 30, 2019, and The Charlotte Observer on January 31, 2019. A pre-bid meeting was held on February 12, 2019. The project was bid on March 5, 2019 and three bids were received.

Based on the lump sum bid amounts, the low bidder is Capitol Museum Services (A Division of Capitol Exhibit Services, Inc.) with a proposal in the amount of $856,398. This amount includes the scope to complete the Total Bid without additional alternates.

Anticipated MWSBE Utilization:
The work needed to construct interior exhibits is specialized when compared to general building construction. The contractor is self-performing nearly half the contract. There is only one major subcontractor proposed which makes up the remainder of the proposed contract amount. That subcontract is for the very specialized scope of the new fish aquarium and associated life support systems. There were no MWSBE firms shown on the City/County MWSBE list who offered those specific services.
