ACTION:
Authorize the County Manager to negotiate fees and execute a contract with Liollio Architecture, for Architectural, Engineering and Landscape Architecture Services for the Discovery Place Nature Project and in the event negotiations with this firm are unsuccessful, approve negotiations with the alternate firm of Little Diversified Architects

BACKGROUND/JUSTIFICATION:
Discovery Place, Inc. currently operates a County-owned nature museum at 1658 Sterling Road at Freedom Park (known as the Charlotte Nature Museum). A project was included in the approved FY19-23 Capital Improvement Plan for replacement of the nature museum and the addition of several outdoor experiences on eight acres of land surrounding the museum.
The total cost for this project is expected to be $32 Million with the County providing $16 Million (FY19-23 CIP) for design and construction of facilities and Discovery Place providing $16 Million for interior and exterior exhibits.
PROCUREMENT BACKGROUND:
A Request for Qualifications (RFQ) was advertised January 3, 2019 in The Charlotte Observer, Charlotte Post and the State of North Carolina Interactive Purchasing System web site. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

On February 22, 2019, a shortlist selection committee composed of staff from Park and Recreation, Discovery Place, and Asset and Facility Management selected two (2) firms for interviews.
On March 29, 2019, the Selection Committee interviewed the following two (2) shortlisted firms:
Little Diversified Architects
Liollio Architecture
Based on the information presented in the written submittals and at the oral presentations, the Selection Committee selected Liollio Architecture as the first ranked firm and Little Diversified Architects as the alternate firm.
