BACKGROUND/JUSTIFICATION:
During the rezoning approval process in 2007 with the Town of Huntersville, the Town required the developer of the Walden neighborhood to construct a greenway trail along North Prong Clarke Creek and a tributary to North Prong Clarke Creek (approximately 1.5 miles of trail). The development stalled and has changed ownership since the original approval in 2007. During that time, Park and Recreation’s greenway trail construction standards have also changed. Once the new developer began moving this project forward again, Park and Recreation wanted to see the trail built to current standards to minimize maintenance and operation issues. The developer wasn’t prepared to build the 1.5 miles of trail to current standards, so Park and Recreation and AFM negotiated with the developer to allow him to construct the trails of a natural surface material in exchange for a larger permanent easement for the greenway, to allow Park and Recreation to upgrade the natural surface trail in the future to the County’s current greenway trail specifications. The permanent greenway easement will come back to the Board at a future date for acceptance.
