BACKGROUND/JUSTIFICATION:

At the Board’s March 3, 2019 meeting, a resolution was adopted declaring the County’s intent to exchange a lease on County owned Tax Parcel 013-041-01 (+/- 2.25 acres) for a 20’ wide access easement across Tax Parcel 013-181-04 owned by the Lewis Atkins Parks Heirs.  The purpose of the exchange is to allow the County access to a portion of the County’s property which is located south of the Lewis Atkins Parks Heirs property. This will allow the County access to implement restoration activities at Rural Hill Nature Preserve. In addition, the Lewis Atkins Parks Heirs are interested in leasing a portion of the County’s property across Neck Road from their home to allow for the grazing of farm animals and occasional mowing.  To approve the exchange, the Board must approve a resolution authorizing the exchange.
