BACKGROUND/JUSTIFICATION:

In 2017, in response to the demonstrations and civil unrest following the Keith Lamont Scott and Justin Carr shootings, the County Manager announced that the County would look at its operations, policies and procedures to ensure equal access to services for every resident who needs them, as well as, ensuring our employees are also treated equitably. Equity became a top priority for Mecklenburg County.  The County Manager also announced the appointment of Phin Xaypangna as the Equity and Inclusion Manager and transitioned the position into the County Manager’s Office to lead this effort.  Phin Xaypangna’ s role is to bring a holistic and enterprise-wide effort to advance Equity and Inclusion in Mecklenburg County.
