BACKGROUND/JUSTIFICATION:
Charlotte Water pumps an average of 106 million gallons of water a day from Mountain Island Lake and Lake Norman to provide drinking water to over 1 million customers in Mecklenburg County. Charlotte Water and Mecklenburg County Storm Water Services perform extensive monitoring of this water to ensure it is safe to drink. In FY2019, Charlotte Water has requested that County Storm Water Services perform additional monitoring in these lakes to assess the safety of the drinking water supply. The purpose of the Interlocal Agreement is to set forth the terms and conditions under which this service will be provided through June 30, 2024, including reimbursement of costs. Specific tasks performed for fulfillment of this Agreement and associated costs will change annually. Therefore, the Agreement specifies that by March 31st of every year County Storm Water Services and Charlotte Water will re-negotiate a Work Plan that will include specific activities with targeted completion dates for the following fiscal year (July 1st - June 30th) including any associated billing rates and reimbursement of costs. The estimated reimbursed costs to County Storm Water Services will be between $40,000 and $50,000 annually through June 30, 2024. Charlotte City Council adopted a resolution authorizing the execution of the Agreement on October 26, 2018. County Storm Water Services has entered into similar Interlocal Agreements with other entities, including the Towns, Charlotte Mecklenburg Board of Education, Central Piedmont Community College, and Charlotte Storm Water Services.
