BACKGROUND/JUSTIFICATION:
This architect selection is for the site master planning and design of two projects: the Northeast Community Resource Center and the West Community Resource Center. Both projects include master planning of a potential mixed-use site that could include a Community Resource Center, a branch library, affordable housing, retail, parking, landscaping, etc. Full design services will then be completed for the design and construction of the new Community Resource Center buildings within the two approved master plan sites. Both buildings have very similar space programs and are intended to look similar architecturally.
PROCUREMENT BACKGROUND:
A Request for Qualifications (RFQ) was advertised on the State of North Carolina Interactive Purchasing System website on November 5, 2018, in the Charlotte Post on November 8, 2018, and in the Charlotte Observer on November 9, 2018. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

On December 14, 2018, a shortlist selection committee composed of staff from Asset and Facility Management selected (3) firms for interviews.
On January 9, 2019, the formal Selection Committee heard interview presentations from the following shortlisted firms:

Gensler - Neighboring Concepts
Moody Nolan - LS3P
Based on the information presented in the written submittals and at the oral presentations, the Selection Committee selected Gensler-Neighboring Concepts as the first ranked firm and Clark Nexsen as the alternate firm.
