BACKGROUND/JUSTIFICATION:

The roofs on Tower One and Tower Two at Jail Central have exceeded their useful life and are in need of replacement.

 

PROCUREMENT BACKGROUND

This project was advertised with a pre-bid meeting held on site.

 

The Notice to Bidders was advertised on November 29, 2018 in the Charlotte Observer and the Charlotte Post.  The Notice to Bidders and other bid documents were provided to the Metrolina Minority Contractors Association, Hispanic Contractors Association of the Carolinas, the Charlotte Association of General Contractors (AGC) and the Minority, Women, and Small Business Enterprise Program for Mecklenburg County.

 

A mandatory pre-bid meeting was held on December 4, 2018.  In attendance were representatives of seven roofing contractors. Contractors were advised of contracting procedures for County projects, including the projected MWSBE goals. 

 

Bids were received on Tuesday, December 18, 2018.  Three firms submitted bids.  The low bid received, including the contingency, was in the amount of $1,240,000. 

 

Anticipated MWSBE Utilization:

Sub-Contractors     MBE    0.5%       WBE    0.0%     SBE      0.0%

 

Note: The Prime Contractor is self-performing approximately 80% of the work, leaving 20% of the work available for subcontracting.  This project has four trades to be sub-contracted.  Of the four trades, one - Crane/Rigging - makes up 95% of the total available for subcontracting.  The Contractor could find no MWSBE firms who could bid on the Crane/Rigging work.  Of the remaining 5% available for subcontracting, one of the trades - waste disposal - is an MBE.  Their contract makes up 50% of the remaining 5% available for subcontracting.
