BACKGROUND/JUSTIFICATION:
This contract is for the construction of Toby Creek Greenway Phase IIB located at 800 Rocky River Road. The project is a quarter of a mile greenway with half of the greenway being an elevated boardwalk. The project is funded in part by an NCDOT grant in the amount of $840,000.00 with the remaining funded by County capital dollars ($377,009.00). NCDOT requires award of the contract by the local governing entity before they provide written concurrence of award.
As a condition of the grant funding, the BOCC previously approved on September 6, 2016 that the Federal Disadvantaged Business Enterprise (DBE) provisions be used during the project bidding in lieu of the County M/W/SBE provisions.
PROCUREMENT BACKGROUND:
On September 6, 2018 Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, and the State Interactive Purchasing website. The documents were also available for viewing at the Metrolina Minority Contractors Association and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on September 20, 2018. Bids were due on October 2, 2018. Only one bid was submitted for the project. The project was re-advertised October 25, 2018 through the same methods as the initial advertisement. Bids were due November 2, 2018. One (1) valid unit price bid was received on November 2, 2018 for the proposed greenway construction work. Eagle Wood Inc. was the low bidder in the amount of $1,217,009 based on the unit prices provided on the bid form.
