ACTION:
Authorize the County Manager to negotiate fees and execute a contract with Terracon for Eastway Regional Recreation Center, S&ME for Northern Regional
Recreation Center, and ECS for the American Legion Memorial Stadium; If negotiations with any of these firms are unsuccessful, authorize the County Manager to
negotiate fees and execute contracts with the alternate firms as noted below

BACKGROUND/JUSTIFICATION:
Geotechnical, Construction Materials Testing and Special Inspections for Eastway Regional Recreation Center, Northern Regional Recreation Center, and American Legion Memorial Stadium.
PROCUREMENT BACKGROUND:
On August 2, 2018 a Request for Qualifications (RFQ) was advertised in The Charlotte Observer, the Charlotte Post and on the State of North Carolina Interactive Purchasing System website. The selection of the consulting firms followed NC General Statute 143-64.31 and the Selection of Engineers and Surveyors policy of the Mecklenburg County Board of Commissioners which prescribes a qualifications-based selection process.
Per the Board's instructions, the Selection Committee submits the following report:

Based on the information presented in the written submittals to the Selection Committee on September 12, 2018, the Selection Committee selected the following three (3) firms to be matched with their perspective projects and alternates:
Eastway Regional Recreation Center, Terracon, Alternate Kleinfelder
Northern Regional Recreation Center, SM&E, Alternate ESP
American Legion Memorial Stadium, ECS, Alternate SM&E
