Authorize the County Manager to negotiate and execute a four (4) year lease extension with CE Office, LLC for office space to house staff with the Department of Social Services (Youth and Family Services), Child Support Enforcement, and Community Corrections

BACKGROUND/JUSTIFICATION:
Several County departments are housed in leased space at the Charlotte East Office complex off of Albemarle Road in east Charlotte. In 2011, the County entered into a 7-year lease for those spaces. The lease is scheduled to terminate on October 31st. Staff have determined that the spaces are needed for at least another four (4) years, and have agreed to business terms with the landlord, contingent upon Board approval. The leased space will house staff with DSS - Youth and Family Services, Child Support Services, and Community Corrections (Community Corrections staff are State of North Carolina employees, but local counties are required to provide space for this service). This lease extension includes the following major business terms:
Location - Department of Social Services (Youth and Family Services) - 5800 and 5855 Executive Center Drive; +/- 39,872 SF
Child Support Enforcement - 5800 Executive Center Drive; +/- 24,099 SF
Community Corrections - 5701 Executive Center Drive; +/- 13,400 SF
Rent - $17.85/SF for each location
Escalation - 3% annually
Services - Full Service, Landlord to provide all janitorial and maintenance
Improvements - Landlord to provide touch-up painting
