Mecklenburg County Solid Waste Collection Services

 

SUMMARY

ACTION:

Authorize the County Manager to negotiate and execute a contract with Waste Connections, Inc. for a multi-year contract for the collection of solid waste, and if a successful contract cannot be negotiated with Waste Connections, Inc. to then negotiate and execute a contract with Waste Pro

BACKGROUND/JUSTIFICATION:

Mecklenburg County has traditionally maintained a contract for the collection of solid waste for various partners of Mecklenburg County. This includes Charlotte-Mecklenburg Schools, Central Piedmont Community College, Park and Recreation and other County entities.  Each group pays their respective fees, however, a centrally run contract ensures equitable service at stable prices.  The contract with the existing vendor, Republic Services, is expiring in December 2018. 

 

 

PROCUREMENT BACKGROUND:

Mecklenburg County received three (3) proposals on June 29, 2018 for the body of work involving solid waste collection services. 

 

The three firms submitting proposals were:

•    Waste Connections

•    Waste Pro

•    Republic Services

 

A Selection Advisory Committee was formed that included members from Procurement, LUESA, CMS, CPCC and Park and Recreation.  Each firm that submitted a proposal was thoroughly evaluated,

and oral interviews were held with each firm. The unanimous choice for the work was Waste Connections. The Waste Connections pricing schedule was the lowest price offered for front-load

container collection, which comprises the majority of work product in the offering.  Waste Connections is also a locally based operation and resides within District 2.  Waste Pro placed second in

ranking, and if a successful contract cannot be negotiated with Waste Connections, the County will move to negotiate with Waste Pro.

 

 

POLICY IMPACT:

The County is under contractual obligation to maintain a comprehensive system for the collection of solid waste generated by Charlotte Mecklenburg Schools, Central Piedmont Community College,

and Mecklenburg County agencies, per agreements.
