BACKGROUND/JUSTIFICATION:

Mecklenburg County has an existing contract with BFI Waste Systems of North America for waste disposal needs at the Speedway Landfill in Concord, NC. The existing contract with BFI expires in June 2020.

 

Mecklenburg County has existing interlocal agreements with the City and all Towns to provide waste disposal capacity through 2028.  Extension of the waste disposal contract with BFI Waste Systems is designed to coincide with the term of the interlocal agreements.

 

BFI Waste Systems has indicated their willingness to extend the contract through this period with a 3% annual disposal fee increase through 2028.  In consideration of the overall cost, the County has agreed to commence the 3% increase effective October 2018, pending approval by the BOCC. This proposal has been vetted and is recommended for approval.  It will also stabilize annual increases through 2028, giving the County an opportunity to plan and implement strategies for management of the solid waste beyond 2028.

POLICY IMPACT:

The County is under contractual obligation to maintain a comprehensive system for the disposal of solid waste generated by the City and all Towns within Mecklenburg County. Extending this contract will ensure adequate waste disposal in a seamless manner to all County residents. 

 

 

FISCAL IMPACT:

This is a revenue generating contract and there is no cost to the County.  The work will be managed through the Solid Waste Enterprise Fund.
