Summary

ACTION:

1.                     Recognize, receive and appropriate the award of two grants for McDowell Creek and Stewart Creek Greenways awarded by the North Carolina Department of

          Transportation (NCDOT)

 

2.                     Approve the use of Federal Disadvantaged Business Enterprise (DBE) special provision for bidding, in lieu of using the County M/W/SBE provisions, as required in

          order to obtain NCDOT grant funding

BACKGROUND/JUSTIFICATION:

 

1.                     The Board of County Commissioners approved application for these funds on April 27, 2012.

 

2.                     These greenways met the County's criteria used to identify the 2018 County CIP projects, as well as, the Charlotte Regional Transportation Planning Organization (CRTPO) criteria for NCDOT funding.

 

3.                       Award of this funding provides citizens of Mecklenburg County the opportunity to reduce the amount of County funding necessary to complete this project.

 

4.                       The grant amount and the fiscal year for these greenways have been included in the State Transportation Improvement Program (STIP).

 

5.                       Grant funds are reimbursable and would apply towards the cost of construction only. The match required from the County varies and is described on the attached funding spreadsheet.  In addition,

            funding for design is a County commitment.

 

6.                     The NCDOT grant procurement regulations require that the Federal DBE (Disadvantaged Business Enterprise) special provisions be used for project bidding in lieu of Mecklenburg County's M/W/SBE

             provisions. The overall purpose of the Federal DBE provision largely aligns with Mecklenburg County's M/W/SBE (Minority, Women and Small Business Enterprise) provisions by working to provide

             opportunities for DBE's in the bidding process. The total goal for DBE participation in these projects has not yet been established by NCDOT and may differ from Mecklenburg County goals.
