BACKGROUND/JUSTIFICATION:
Improvements scheduled for Pine Valley Neighborhood Park, which is located in south Charlotte near Carolina Pavilion, are currently in the design phase with construction anticipated to begin in early 2019. The park improvements will include a loop trail, playground equipment and fitness equipment. As part of providing these park improvements, Park and Recreation desires to create a permanent access point from the surrounding neighborhood to the park site. The agreed upon access point location (on Tax Parcel 207-124-08) has been used by the community in the past to access the park site and is the community’s desired location for the permanent access point. In addition to the permanent access easement, the County will use the subject parcel as its construction access path and obtain a water line easement on the same parcel that is needed for the installation of a water fountain in the park.
The Pine Valley Homeowners Association agreed to donate the permanent access and water line easement to the County.
