Summary

ACTION:

1) Adopt a resolution titled "Resolution approving the Development and Cooperation Agreement for Torrence Creek Greenway (CATS Park & Ride to Rosewood Lane)" between the County and Town of Huntersville

 

2) Accept donation of a permanent greenway easement on Tax Parcel 017-152-20 (+/- 1.49 acres) from the Town of Huntersville for construction of greenway trail along Torrence Creek

BACKGROUND/JUSTIFICATION:

As part of its Fiscal Year 2019 - 2023 Capital Improvement Plan, the County approved construction of greenway trail along Torrence Creek in Huntersville. The project has a total budget of $2,300,043.

 

The Town of Huntersville has committed to providing $300,000 towards the project cost at such time as the County invoices the Town.  At its June 2018 meeting, the Town's board approved a resolution authorizing the Town to be party to an agreement between the County and the Town for funding and construction of the trail. 

 

The trail is planned to begin at the CATS Park and Ride lot which is east of I-77 and extend to the north side of Rosewood Meadow Lane along Torrence Creek Tributary No. 2. The project will add 0.88 miles of trail to existing trail that currently terminates at the south side of Rosewood Meadow Lane. The conditions of the developement and cooperation agreement provides that the County will be responsible for the delivery of:

 

   Funds for the payment of the project consultants

   Any other applicable agreements necessary to build the trail

   Design and construction documents for the trail

   Any applicable permits

 

Following completion of the trail, the County will maintain and operate the trail to standards comparable to other trails owned or operated by the County.
