BACKGROUND/JUSTIFICATION:

This contract is for construction of a new 11,250 sq. ft. building to be located at the Stevens Creek Nature Preserve (15700 Thompson Road, Mint Hill).  The new building will include spaces such as educational exhibits, classrooms, gift shop, warming kitchen, office space, conference room, and a research lab. The site will include parking, a maintenance building, outdoor classrooms, an accessible path to a new pedestrian bridge at Stevens Creek, and construction of a new entrance drive from Thompson Road to the visitors center.

 

 

PROCUREMENT BACKGROUND:

The project was advertised in the Charlotte Post on March 15, 2018, the Charlotte Observer on March 18, 2018, and the North Carolina Interactive Purchasing System on March 20, 2018. A Pre-Bid Meeting was held on March 28, 2018. At the Bid Opening on April 18, 2018 two bids were received. Because a minimum of three bids is required to open bids, bids were not opened. The project was re-advertised in the Charlotte Post on April 26, 2018, and the Charlotte Observer and the North Carolina Interactive Purchasing System on April 27, 2018. Seven bids were received and opened on May 17, 2018. Based on the lump sum base bid plus contingency allowance, the low bidder is J.M. Cope Construction, Inc. in the amount of $3,730,792.
