BACKGROUND/JUSTIFICATION:

Two of the three air conditioning chillers at Jail Central are over 18 years old and are beyond their useful life. The third chiller was overhauled in the past, and is in good condition. This contract is for the replacement of the two chillers that were not overhauled.  An analysis of overhauling versus replacement indicated that complete replacement is more cost effective over the lifespan of the equipment.  During normal operation two of the chillers are typically active, while the third chiller acts as a back-up. The two chillers will be replaced one at a time to keep the facility in operation. 

 

PROCUREMENT BACKGROUND:

This project was advertised with a pre-bid meeting held on site.

 

The Notice to Bidders was advertised on January 25, 2018 in the Charlotte Observer, the Charlotte Post and the State of North Carolina Interactive Purchasing System.  The Notice to Bidders and other bid documents were provided to the Metrolina Minority Contractors Association, Hispanic Contractors Association of the Carolinas, the Charlotte Association of General Contractors (AGC) and the Minority, Women, and Small Business Enterprise Program for Mecklenburg County.

 

A mandatory pre-bid meeting was held on February 6, 2018.  In attendance were representatives of five Mechanical Contractors. Contractors were advised of contracting procedures for County projects, including the projected MWSBE goals.

 

Bids were received on Thursday, March 1, 2018.  Three firms submitted bids.  The low bid received, including all alternates and contingency, was in the amount of $800,400. 

 

Anticipated MWSBE Utilization:

Sub-Contractors     MBE    0.5%       WBE    0.8%     SBE      1.1%

 

Note: The Prime Contractor is self-performing approximately 88% of the work, leaving only 12% of the work available for subcontracting.  This project has only five trades to be sub-contracted.  For two of these trades (HVAC Controls and Crane/Rigging), the Prime Contractor was not able to find any MWSBE firms who could bid on the work.  The other three trades, totaling 2.4% of the project or approximately 20% of the available subcontract work, had MWSBE low bids for the specified trade (Pipe Insulation -WBE, Wall Demolition and Replacement - MBE, Electrical - SBE).
