BACKGROUND/JUSTIFICATION:
This contract is for the construction of the new Barton Creek Greenway. The greenway begins at JW Clay Blvd. and continues to the existing Mallard Creek Greenway. The project is funded via NCDOT grant funding and a match by the County. Mecklenburg County Asset and Facility Management is managing the project. It includes construction of greenway trail, retaining walls, trail entrances, two pedestrian bridges, and associated utilities and site work. This trail will provide connections to Mallard Creek Greenway as well as single-family and multi-family residential developments. As a condition of the NCDOT grant funding, the BOCC previously approved that Federal Disadvantaged Business Enterprise (DBE) provisions be used during project bidding, in lieu of County M/W/SBE provisions.
PROCUREMENT BACKGROUND:
On September 14, 2017, Mecklenburg County Asset and Facility Management advertised the project in the Charlotte Observer, the Charlotte Post, and on the State Interactive Purchasing Website. Plans were also available for viewing at the Mecklenburg County M/W/SBE office, Metrolina Minority Contractors Association, and the Hispanic Contractors Association of the Carolinas. A pre-bid meeting was held on September 26, 2017. On October 12, 2017 three (3) bids were received for the proposed greenway construction work. The low bidder was JD Goodrum Inc. in the amount of $2,379,804.65.
Anticipated M/W/SBE Utilization:
DBE Participation (NCDOT’s program) on this project: 12%. The DBE participation goal set by NCDOT for this project was also 12%.

Funds (both grant and capital) are available from Barton Creek Unit G566. Funding up to $1,651,190 shall be reimbursed by NCDOT.
