BACKGROUND/JUSTIFICATION:

The North Mecklenburg Recycling Center, located at 12300 Statesville Ave. in Huntersville, is one of the County’s four full service recycling centers operated by the Solid Waste Division of the Land Use and Environmental Services Agency (LUESA). 

 

A substantial increase in customers has led LUESA to redesign the traffic layout at the facility and install scales to improve the functionality of the site. Two scales will be installed, as well as a new fee booth and small kiosk.  This project will relieve traffic congestion on Statesville Rd., prepare the site for a future exit at the back of the existing site, and update electrical infrastructure to accommodate future site needs. The work is expected to be complete by January 2019.

 

 

 

PROCUREMENT BACKGROUND:

On January 29, 2018 Mecklenburg County issued an Invitation to Bid (ITB) for the Mecklenburg County North Mecklenburg Recycling Center Scale Installation Project.  Two (2) bids were received in response to the ITB on March 8, 2018.  Since three (3) bids were not received during the first advertisement, a second ITB was issued, per NCGS 143-132 on March 9, 2018. Four bids were received on March 28, 2018. Based on the review by staff and the Engineer, the lowest bidder, Miles McClellan, was deemed unresponsive due to bid omissions, and next lowest bid submitted by Randolph and Sons Builders Inc. was deemed to be the lowest responsive bidder. Solid Waste recommends that the construction contract be awarded to Randolph & Sons Builders, Inc. in the amount of $1,039,526.57.  Funding will come from the Solid Waste Capital Reserve Fund.

 

 

POLICY IMPACT:

The County is under contractual obligation to maintain a comprehensive system for the management of recyclables and solid waste generated by the residents of Mecklenburg County, including those living within the City of Charlotte and the six Towns per July 2008 agreements.
