ACTION:

Award a contract to Carolina Elevator Service Inc. in the amount of $1,089,810.49 for the Judge Clifton E. Johnson Building, the County and Courts Office Building (CCOB), and the Former Civil Courts Building, Elevator Modernization Project

BACKGROUND/JUSTIFICATION:

The four (4) original elevators at the Judge Clifton E. Johnson Building, the two (2) original elevators at CCOB, and one (1) original elevator at the Former Civil Courts Building are each over 30 years old, have obsolete parts, and are in need of modernization.  This project will include modernization of the elevator equipment and controls, along with replacement of elevator cab finishes.

 

PROCUREMENT BACKGROUND

This project was advertised with two pre-bid meetings held on site.

 

The Notice to Bidders was advertised on November 30, 2017 in the Charlotte Observer and the Charlotte Post.  The Notice to Bidders and other bid documents were provided to the Metrolina Minority Contractors Association, Hispanic Contractors Association of the Carolinas, the Charlotte Association of General Contractors (AGC) and the Minority, Women, and Small Business Enterprise Program for Mecklenburg County.

 

A mandatory pre-bid meeting was held on December 7, 2017.  In attendance were representatives of four Elevator Contractors. Contractors were advised of contracting procedures for County projects, including the projected MWSBE goals.

 

After the pre-bid meeting, an additional Elevator Contractor who was unable to attend the pre-bid meeting, requested to participate in the bidding for the project. A second pre-bid meeting was held on January 9, 2018.  In attendance were representatives of four Elevator Contractors, one of which was not present at the first pre-bid meeting. Contractors were advised of contracting procedures for County projects, including the projected MWSBE goals.

 

Bids were received on Thursday, January 25, 2018.  Three firms submitted bids.  The low base bid received, including all allowances and contingency, was in the amount of $1,089,810.49. 

 

Anticipated MWSBE Utilization:

Prime Contractor   MBE    0%       WBE    0%     SBE   100%

Sub-Contractors     MBE    0%       WBE    2%     SBE      7%

 

Note:  Prime Contractor is self-performing 85% of work.  This project has only five trades to be sub-contracted.  Four MWSBE Sub-contractors provided proposals to the Prime Contractor, with three of the four proposals being the low bids for the specified trade (Plumbing--SBE, Elevator Interiors Installation-SBE, Security-WBE).

Funding is available from FY17 Capital Reserve Funds (Fund 9001) and FY16 PayGo Funds (Fund PAYG).
