BACKGROUND/JUSTIFICATION:
On March 3, 2015, Mecklenburg County executed a license agreement with the Charlotte-Mecklenburg Board of Education that authorized construction and use of school athletic fields and a parking lot at Pineville Elementary School. The County provided $100,000 and the Town of Pineville provided $300,000 for the construction of (3) baseball fields.
Mecklenburg County executed a Field Use and Maintenance Agreement (FUMA) with the Town of Pineville for Pineville Elementary School that authorized the Town of Pineville to manage the fields for youth baseball and softball practice, games and tournaments. The FUMA also notes the potential for additional improvements in future phases that includes lighting the ball fields and construction of a restroom/concession building.
On January 12, 2018, in accordance to Section 3.01 D of the FUMA, the Town of Pineville submitted a request for the County's Director of Park and Recreation to authorize Phase III improvements (i.e., field lighting). In addition, the Town requested the County's continued support by contributing $100,000 (estimated at 50% of the total costs) to assist with the installation of lights on one baseball field and two tee ball fields. This will increase field usage times to accommodate the growth of youth athletics in the Town of Pineville.
The Town of Pineville supports youth baseball and softball by partnering with the Pineville Community Athletic Association (PCAA) which is a volunteer driven non-profit organization. In 2017, PCAA reported 474 youth baseball and softball registrations that resulted in a 38% increase since 2015. PCAA reported consistent growth from 2014-2017 that resulted in increased Spring (252, 256, 330 & 367) and Fall (178, 191, 247 & 248) registrations. PCAA also reported that since 2014, fifty-eight (58) full scholarships were provided for residents of Pineville and Mecklenburg County and 209 youth residents of Pineville received 25% registration discounts since 2015. In addition, PCAA provided demographic information showing that 786 students (male 52%, female 48%) attend the Pineville Elementary School and have access to athletic facilities at Pineville Memorial Park.
