Summary

ACTION:

1)                     Recognize, receive and appropriate additional grant funding in the amount of $330,473 awarded by Charlotte Regional Transportation Planning Organization (CRTPO)

 

2)                     Commit to providing the funding for the required match

 

3)                     Authorize the carry forward of unspent grant funds to subsequent years until completion of the project

 

4)                     Approve funding as required by NCDOT

 

5)                     Authorize the County Manager to enter into agreements necessary for this project

BACKGROUND/JUSTIFICATION:

1)                     The Board of County Commissioners approved application for the original South Trade Street/Four Mile Creek Greenway Underpass funds on 5/17/2016. These funds are given to the CRTPO for locally administered projects.  A letter of the status of approval is attached. This Board action will serve as County support for the additional funds to be received.

                     

2)                     This greenway was chosen because it meets the County criteria used to identify the County bond projects as well as CRTPO criteria for funding. It has been included in the statewide TIP (Transportation Improvement Program). Design is underway and NCDOT is serving as project designer and manager.

 

3)                     Award of this funding provides citizens of Mecklenburg County the opportunity to reduce the amount of County funding necessary to complete this project. Project grants are reimbursable. The Town of Matthews will contribute $125,000 toward the matching funds required by NCDOT as noted on the attached letter of commitment.

 

4)                     These additional NCDOT grant funds would apply towards the cost of design and construction.  The grant match required from the County is described on the attached spreadsheet in the PowerPoint presentation. This is in addition to a reimbursement grant already received from NCDOT and the CRTPO. No additional County funding for the project is required.

 

5)                     The fiscal year identified is part of the TIP (Transportation Improvement Program). The project will require more than one-year to complete. This project is due to start construction in NCDOT Federal Fiscal Year 2018 (begins in October 2017).

 

6)                     The STP-DA (Surface Transportation Program - Direct Attributable) grant procurement regulations require that the Federal Disadvantaged Business Enterprise (DBE) special provisions be used for project bidding in lieu of Mecklenburg County’s M/W/SBE provisions.  The overall purpose of the Federal DBE (Disadvantaged Business Enterprises) provisions largely aligns with Mecklenburg County’s M/W/SBE provisions by working to provide opportunities for DBE’s in the bidding process.  The total goal for DBE participation in this project has not yet been established by NCDOT and may differ from Mecklenburg County goals.
