Authorize the County Manager to negotiate fees and execute a contract with Neighboring Concepts for Architectural/Engineering Services for the Marion Diehl and Sugaw Creek Recreation Centers renovations, and in the event negotiations with this firm are unsuccessful, approve negotiations with the second ranked firm of LS3P

BACKGROUND/JUSTIFICATION:
This project includes interior renovations to the Marion Diehl and Sugaw Creek Recreation Centers. Work will include architectural design, mechanical, plumbing and electrical engineering, and construction administration.

PROCUREMENT BACKGROUND:
A Request for Qualifications (RFQ) was advertised in The Charlotte Observer and Charlotte Post. A notice was posted on the State of North Carolina Interactive Purchasing System web site. The selection of the consulting firms followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.

Per the Board's instructions, the Selection Committee submits the following report:
