Summary
ACTION:
1. Recognize, receive and appropriate additional grant funding in the amount of $1,383,870, awarded by Charlotte Regional Transportation Planning Organization (CRTPO)

2. Commit to providing the funding for the required additional match

3. Authorize the carry forward of unspent grant funds to subsequent years until completion of the project

4. Approve funding as required by NCDOT

BACKGROUND/JUSTIFICATION:
1. The Board of County Commissioners approved application for the original Barton Creek Greenway funds (design and construction) on May 1, 2012. These funds are given to the CRTPO for locally administered projects.

2. This greenway was chosen because it meets the County criteria used to identify the county bond projects as well as CRTPO criteria for funding. It has been included in the statewide TIP (Transportation Improvement Program). Design is almost complete and permitting is underway.

3. Award of this funding provides citizens of Mecklenburg County the opportunity to reduce the amount of County funding necessary to complete this project by receiving reimbursements for expenses.

4. These additional NCDOT grant funds would apply towards the cost of construction. This is in addition to a reimbursement grant already received from NCDOT and the CRTPO. The grant match required from the County is described on the attached financial spreadsheet. All required matching funds for the project are already included in a previous capital funding allocation. Total project cost for the County is not planned to exceed $3,057,470.

5. The project is estimated to start construction in Summer 2018.

6. The NCDOT grant procurement regulations require that the Federal Disadvantaged Business Enterprise special provisions be used for project bidding in lieu of Mecklenburg County's M/W/SBE provisions. The overall purpose o...
