Authorize the County Manager to negotiate fees and execute a contract with Alley, Williams, Carmen & King, Inc. for CEI Services for the Traffic Improvements at Marion Diehl Center and in the event negotiations with this firm are unsuccessful, approve negotiations with the alternate firm of Rummel, Klepper & Kahl, LLP

BACKGROUND/JUSTIFICATION:
Traffic Improvements at Marion Diehl Center are funded through a NCDOT grant, with a match by the City of Charlotte. Mecklenburg County Asset and Facility Management is managing the project. Construction Engineering and Inspection (CEI) Services are a requirement for NCDOT grant funded projects; they include: materials testing, construction observation and special inspections. The project is located at 2229 Tyvola Road. It includes removing the median and installing signal lights at the existing access to the Queens University Athletic facilities/Marion Diehl Recreation Center and the new access for the trailhead for the Little Sugar Creek Greenway.
PROCUREMENT BACKGROUND:
A Request for Qualifications (RFQ) was advertised December 7, 2017 in The Charlotte Observer, Charlotte Post and the State of North Carolina Interactive Purchasing System web site. The selection of the consulting firm followed NC General Statute 143-64.31, which prescribes a qualifications-based selection process.
