Summary
ACTION:
1. Affirm submission of a grant application to the NC Clean Water Management Trust Fund (CWMTF) for the restoration of Stewart Creek from Tuckaseegee Road to Wilkinson Boulevard up to an amount of $500,000
2. Affirm submission of a grant application to the NC Clean Water Management Trust Fund (CWMTF) for the restoration of Irwin Creek from Jeff Adams Drive to Atando Avenue up to an amount of $500,000
3. Authorize the County Manager to negotiate and enter into a grant contract with CWMTF
4. Upon receipt of either or both grants, recognize, receive and appropriate up to $1,000,000 in funds from the CWMTF

BACKGROUND/JUSTIFICATION:
The County’s Storm Water pay-as-you-go Capital Program was expanded in FY05 to restore degraded surface water quality conditions and to enhance aquatic habitat in our streams. Since 1997, the NC Clean Water Management Trust Fund (CWMTF) has provided more than $19,600,000 in funding for projects in Mecklenburg County. These projects include land/easement acquisition, wetland construction, stream-bank and overbank re-vegetation and stream restoration.
Staff seeks to continue to pursue CWMTF grant funding for the restoration of Stewart Creek from Tuckaseegee Road to Wilkinson Boulevard (see Attachment 1) and Irwin Creek from Jeff Adams Drive to Atando Avenue (see Attachment 2). The proposed Stewart Creek Project will restore approximately 5280 feet of Stewart Creek in Charlotte, NC. The proposed Irwin Creek Project will restore or stabilize approximately 4900 feet of Irwin Creek. Both projects will improve aquatic habitat and reduce in-stream erosion. Park and Recreation will be constructing greenways through both project areas in the future; however, neither have been identified on the 5-year Greenway Plan. Storm Water staff will coordinate with Park and Recreation to ensure that the future greenway project can be constructed effectively.
Both grant applications were due to CWMTF on or before February 5, 2018.
