BACKGROUND/JUSTIFICATION:
North Carolina General Statute 159-24 requires that each county government have a finance officer who is legally responsible for establishing the accounting system, controlling expenditures, managing cash and other assets, and preparing financial reports. In addition, the finance officer is responsible for managing the receipt and deposit of moneys, manage the County's debt service obligations, and supervise investments. Effective February 17, 2017, Wanda Reeves retired from Mecklenburg County after 33 years of distinguished service. Until a permanent finance officer is hired, Mark Foster will serve as the interim finance officer. Mark joined Mecklenburg County on 9/15/2014 and serves as Assistant County Manager for Financial Services. Mark has over 25 years of financial management experience in both public and private sectors. For 11 years, he served as the Chief Financial Officer for the North Carolina Department of Transportation; a $4 billion state agency. Prior to that Mark held an upward succession of finance, accounting, and HR administration roles at Ryder System, Inc. and ran his own CFO consulting practice. He has served on the Board of Trustees for the State Retirement System and currently sits on the Audit Committee for the NC State Employees’ Credit Union. Mark earned his BBA in finance from the University of Notre Dame and an MBA from the University of North Carolina at Chapel Hill. He also holds the designation of Certified Public Accountant (CPA).
