Authorize six positions in Mecklenburg Community Support Services Department, Homeless Services Division: 1 Clinical Supervisor (annual market rate $74,118)  and 5 mental health clinicians ( annual market rate $67,507)

BACKGROUND/JUSTIFICATION:

Since 2015, Mecklenburg County has been a partner in Housing First Charlotte-Mecklenburg to house and provide supportive services for chronically homeless persons. To date, 455 persons have been housed; 352 remain to be housed.  Mecklenburg County will provide the supportive services, in partnership with Urban Ministry Center which has obtained permanent rental subsidy to house 125 chronically homeless persons in scattered site apartments.  Mecklenburg County has a similar partnership in place with Urban Ministry Center at Moore Place where the County provides supportive services at a congregate site for 120 formerly chronically homeless persons.  Of the 455 who have been housed under Housing First Charlotte-Mecklenburg, 55 percent were housed in Permanent Supportive Housing, 20 percent with Family and Friends, 10 percent in market rate apartments, 9 percent in Rapid-rehousing, and 6 percent elsewhere.
