BACKGROUND/JUSTIFICATION:

At its October 13, 2015 meeting, the Charlotte-Mecklenburg Board of Education declared Tax Parcel 061-266-01 (+/- 38.56 acres) as surplus. The property is adjacent to CMBE owned property that houses the district’s Auxiliary Services facility off Stafford Drive and within close proximity to other City of Charlotte owned properties that are used for Charlotte-Douglas International Airport.

 

The City proposes to purchase the property from CMBE for a purchase price of $4,500,000.  If purchased, the property will be used for future airport development.  By state statute, the County must decline its right of first refusal to any properties the Board of Education intends to dispose of prior to it moving forward with conveyance to another entity. Declining the County’s right of first refusal will allow CMBE to move forward with a sale of the property to the City of Charlotte.  The property was appraised by Jack Locke on October 11, 2016 and the property underwent a review appraisal by J.C. Morgan on November 2, 2016.
